Highways England hands A-one+ £750m maintenance deal

Highways England has finally awarded a pair of asset support contracts (ASCs) a year after scrapping procurement and starting over again.

A-one+ has now been awarded the ASCs for areas 4 (Kent and parts of Sussex) and 12 (Yorkshire and Humberside). A-one+ is a joint venture of CH2M (previously Halcrow), Colas and Costain.

The two contracts, which cover asset management and maintenance services, are together worth £750m over the five-year term. They start in June 2016 and offer the potential for a three-year extension.

All contractors’ initial bids submitted for these contracts were all found to be not up to scratch and the entire procurement process was binned in December 2014 and the specification re-drafted.

The contract for area 12 represents a renewal of the joint venture’s £200m contract, which started in 2009. The region contains 354km of motorways and 349km of trunk roads.

A-one+’s contracts in areas 7 (East Midlands) and 14 (Northeast) are coming to an end in spring 2016. However, a Costain CH2M joint venture starts a £300m in 2016 looking after East Sussex County Council’s highways.
