Gleeds, an international consultancy specializing in property and construction, has successfully secured a position on the Construction Professional Services 2 (CPS2) framework. Valued at £3.5 billion, this major procurement vehicle was established by the Government Commercial Agency (GCA), which was formerly known as the Crown Commercial Service. This CPS2 framework agreement replaces the preceding RM6165 agreement and is scheduled to remain in effect for a four-year period, concluding in February 2030. The arrangement is designed to offer central government departments and various other public sector organizations across the United Kingdom a direct route to technical advisory services spanning the entire duration of construction initiatives.
The consultancy was successful in all three of its bids for core services, earning placement on multiple disciplinary lots. Specifically, Gleeds has been appointed to Lot 1, which focuses on General Infrastructure & Built Environment, as well as Lot 3 for Project Management and Lot 4 for Commercial Management. These assignments reflect the firm’s broad technical capabilities within the built environment sector. Simon Williams, the UK Operations Director at Gleeds, noted the significance of the appointment by stating: “CPS2 represents a strategic investment in UK construction capabilities, so our appointment positions us at the heart of national priorities. Competition for places was predictably strong, but Gleeds has a long track record of success with GCA which allowed us to draw on and apply the learning and experience we’ve gleaned over the past 12 years.”
As a Gold Standard public sector agreement, the CPS2 framework agreement mandates that all participating suppliers and consultants prioritize outcome-based results. This involves the creation of innovative solutions and specifications that align closely with the requirements of end users. During the selection process, potential suppliers were rigorously evaluated based on both cost and quality. Key assessment criteria included the firm’s ability to deliver, its utilization of technology and innovation, sector-specific proficiency, and the provision of social value. The GCA serves as the primary procurement and commercial body for the UK, acting as a vital link between the private and public sectors to ensure high-quality infrastructure delivery.
