The UK Government Plans on a Single Construction Regulator

The UK government has announced its plans to establish a single construction regulator and has also launched a consultation in order to seek industry feedback.

Proposals so as to bring together oversight of buildings and materials as well as professionals from all across the built environment were indeed one of the major recommendations of the final report from the Grenfell Inquiry, which was published in September 2024.

The plan looks forward to reducing fragmentation as well as unnecessary intricacies in the way the construction of buildings gets regulated so as to elevate the public safety.

The Ministry of Housing, Communities and Local Government – MHCLG said that the new model is indeed going to increase the clarity and certainty for the sector as well as investors and also a fairer system which is advantageous for those who prioritise safety as well as quality.

Apparently, the department has also set out its plans so as to simplify some parts of the building control process when it comes to remediation projects in terms of tall residential buildings to avoid what it had admitted was disproportionate time along with cost requirements in getting the sign-off from the Building Safety Regulator – BSR.

MHCLG has gone ahead and launched a consultation on December 17, which is going to run until 20 March 2026, with a complete government response to feedback, which is scheduled to be published in summer 2026.

Andy Roe, the BSR executive chair said that the progress towards a single regulator was indeed quite a decisive and significant step when it comes to strengthening the safety of the building.

He added that in the past few months, they have worked pretty hard so as to speed up the application processes in the BSR pertaining to new high-rise residential buildings and, as a matter of fact, have already seen positive changes.

He further said that the role of BSR is going to evolve as they move to a new body and, in a longer time, towards a single regulator by way of a carefully managed shift.

Throughout the entire process, they will continue their commitment to collaboration and also deliver a regulatory system that keeps the residents safe and also supports the essential construction.

Thouria Istephan, the interim chief construction advisor says that this prospectus is indeed the starting point for reform that goes on to deliver on the call for systemic change by Grenfell Inquiry.

The creation when it comes to a single construction regulator is sure to replace a fragmented system with one that goes on to prioritize safety, ownership, and also clarity—therefore integrating the oversight of buildings, products, and also professions.

As per Istephan, it is all about safeguarding lives, rebuilding the trust, and also bringing up a culture wherein responsibility, ownership, and quality come first.

Notably, a separate consultation is going to be launched in 2026 on plans to go ahead and enhance the proportionality when it comes to the BSR approvals process in terms of remediation works on much higher risk buildings – the ones that are classed as 18 m or above and containing a minimum of two dwellings.

Action is indeed immediately required so as to make sure that the regime is proportionate while at the same time continuing to uphold the building safety and quality standards, says MHCLG.

The department also admitted that the operation of the present regime has gone on to result in some unintended consequences, notably the issues that are faced by the applicants so as to get swift BSR approval for the routine but essential kinds of building work to present higher-risk buildings.

Apparently, the BSR itself has also gone ahead and published its review of the definition of higher-risk buildings – HRBs with the government accepting the recommendation by the regulator to not change the scope of the definition.

The BSR has said that its present definition aptly reflects the available evidence pertaining to risks to individuals from the spread of fire or also structural failure.  It went on to add that it will continue to review the definition based upon the latest data along with evidence so as to determine whether the types of buildings subject to much tighter regulatory oversight have to be amended.
