The office will allow the firm to expand services to clients along the North Carolina coast, including federal clients at military bases and other facilities located in the Wilmington area. Don Carmen, quality control and federal program manager, and Mark Westendorff, environmental division senior project manager, will lead the new office, which also receives support from SEPI Engineering & Construction offices in Raleigh and Charlotte, N.C.
